Study Committee
to Develop a Statewide
Comprehensive Service Delivery System
for Persons with Epilepsy

Greetings:

The State of South Carolina has a sincere interest in the health and well being of persons with epilepsy. A committee of six volunteers, four representatives of several state agencies and two SC legislators was constituted according the 2007 ACT 168 passed by the SC General Assembly and Governor Mark Sanford. This committee will determine what services are available, what services are needed and how these services can be best provided to persons with epilepsy. A report of findings and recommendations to the General Assembly will be made by July 2008.

It is necessary, if not imperative, that those South Carolina citizens with epilepsy communicate with this Epilepsy Study Committee and participate in providing information. To learn about available resources as well perceived needs this committee will initiate inquires of many organizations, ask people with epilepsy to respond to our survey and will interact directly with all concerned citizens. The success of the Epilepsy Study Committee is dependent on these responses and your participation.

Act 168 evolved from a basic commitment of the Epilepsy Foundation of South Carolina (EFSC) to improve the health and lives of people with epilepsy. Additionally, new and compelling epidemiological research from the Medical University of South Carolina revealed a larger segment of the population had epilepsy (2.1%) than had been previously considered. That population also has a great burden of medical costs, limitations of access to care and services, unemployment and neurobehavioral difficulties. EFSC leadership proposed legislation to SC Representatives J. E. Smith, Funderburk, and Cotty and SC Senators Lourie and Sheheen. These legislators authored a Resolution which was passed by the SC General Assembly and Approved by Governor Mark Sanford. During this process, people with epilepsy and their families informed legislators of the importance of this Resolution thus assuring the success of its enactment.
